Navarro's directorial debut was 15 bajo la lona (1959), a film that achieved commercial success. Other notable works include El cerro de los locos (1960) and Proceso a la conciencia (1964). He also worked in television, producing various dramatic programs for TVE. Navarro was married to actress Carmen de la Maza, and they had three children.
